BERRYMAN & HENIGAR SELECTED BY ENERGY COMMISSION TO FAST-TRACK BUILDING SERVICES

SAN DIEGO, CA, July 20, 2001 -- Berryman & Henigar has been selected by the California Energy Commission to provide Chief Building Official (CBO) services at seven power plants throughout California. The fast-track services will result in the power plants generating almost 750 megawatts by September 1st and play an important role in helping to reduce the possibility of blackouts this summer. Scott Kvandal, president of Berryman & Henigar made the announcement.

The Energy Commission, established in 1974, is the state's primary energy planning and policy agency. According to Energy Commission Compliance Project Manager Donna Stone, Berryman & Henigar will be serving as CBO for two different types of power plant projects - natural gas peaker plants of short construction duration (these generally cost less than combined cycle plants and are used for hot summer days; they can power up and shut down fast) and combined cycle natural gas, turbine and steam generator power plants that will be operational in less three years.

Peaker plants that Berryman & Henigar is providing services for include:

Escondido - Approved and certified by the Energy Commission; 49.5-megawatt simple cycle gas turbine that will be online September 1st. Approximate cost: $35 million.
Gilroy - 135-megawatt gas turbine at existing site, to be operational sometime in September. Approximate cost: $114 million.
King City - 50-megawatt gas turbine at an existing site in Monterey County. Slated to go online August 1st. Approximate cost: $38 million.

Combined cycle plants that Berryman & Henigar is providing services for include:

Blythe - 520-megawatts. Scheduled to go online April 1, 2003. Approximate cost: $250 million.
Huntington Beach - 450-megawatts, online by August 1st. Cost: $130 million.
Mountainview - when completed in December 2002, it will generate 1,056-megawatts. Approximate cost: $550 million.
Metcalf Energy Center -- 600-megawatt plant that will be built this year for CalPine Corp. by Bechtel Enterprises. Approximate cost: $300 - $400 million.

According to Berryman & Henigar's Program Manager August Kugler, P.E., the firm will review each power plant owner's building plans for conformance to California Building Code requirements in accordance with the 'Conditions of Certification' issued by the Energy Commission.

"We're fast-tracking many of these projects and will be performing detailed field inspections to assure compliance with building codes," Kugler said. "Principal tasks may include design review, plan checks, construction inspection of the foundation, anchorage and connection for all building and non-building structures, process-related systems and equipment required for power and steam generation, and equipment located inside or outside of buildings."
