BERRYMAN & HENIGAR SELECTED BY CALIFORNIA ENERGY COMMISSION TO PROVIDE FACILITY DESIGN REVIEW AND CONSTRUCTION INSPECTION FOR PALOMAR ENERGY PROJECT

SAN DIEGO, CA, Sept. 16, 2004 -- Berryman & Henigar has been selected by the California Energy Commission (CEC) to provide facility design review services for the Palomar Energy Project. Scott Kvandal, president of Berryman & Henigar made the announcement. The two-year project is expected to generate about $1 million in fees.

The CEC, established in 1974, is the state's primary energy planning and policy agency. The project consists of a natural gas-fired combined cycle power plant and associated reclaimed water supply and brine return pipelines. The proposed project, expected to be completed by 2006, will have a nominal electrical output of 546 megawatts. The project location is a 20-acre site within a planned 186-acre industrial park in the City of Escondido in San Diego County. The project site is about 600 feet southwest of the intersection of Vineyard Avenue and Enterprise Street, west of Interstate 15 and south of State Highway 78.

The project includes two combustion turbine-generators equipped with dry low combustors and evaporative inlet air coolers, two heat recovery steam generators equipped with duct burners, a steam turbine-generator and associated auxiliary systems and equipment. There is also a new 230 kV switchyard connecting with an existing San Diego Gas and Electric Company (SDG&E) electric transmission line located immediately adjacent to the project site.

According to Berryman & Henigar Director of Community Development Kevin Wedman, who is supervising the project, the firm will provide comprehensive facility design review and construction inspection services so the project will comply with current California building standards. Services will include onsite civil and building inspections, which encompass building, electrical, mechanical, fire codes and plumbing.

"We're providing all services electronically - reviewers and responders will use Adobe Acrobat 6.0 Professional for reviews and comments," Wedman said. "This will save the owner and the designer a lot of time and money since there are no printing and shipping costs and site plans and other documentation can be uploaded to ftp sites."

Wedman added that the electronic document pilot program may pave the way for future projects of this type.

"The sheer volume of documents if printed out would be in the tens of thousands of pages - by doing everything electronically, CEC is also being environmentally conscious," he said. "At project's end we'll simply bind all documents electronically into one file, burn it to a DVD and submit a complete set of records."
