JOE NOCERA APPOINTED VICE PRESIDENT AT LAWGIBB

PHILADELPHIA, PA, March 16, 2000 -- Joe Nocera has been named Vice President and Regional Group Manager at Law Engineering and Environmental Services, Inc., (LAW). Bruce C. Coles, Chairman and Chief Executive Officer at LAWGIBB Group, Inc., the parent company, made the announcement.

Nocera is responsible for marketing and business development for the Atlantic Region, encompassing northern Virginia, Maryland, Pennsylvania, New Jersey, New York and New England. He is based in LAWGIBB's Philadelphia office.

"Joe Nocera brings to our company a distinguished engineering and management background that will be invaluable to us," Coles said. "He will continue to build on the firm's core competencies in environmental engineering and construction services and will also increase our market share in industrial, transportation and telecommunications services."

Prior to joining LAWGIBB, Nocera spent 22 years with Boston-based Stone & Webster, an engineering construction company. He served as president of the Communications Services Group for four years and was responsible for all telecom services, including wired and wireless network deployments.

Nocera served in a number of other supervisory positions with Stone & Webster. From the company's Cherry Hill, NJ office, Nocera spearheaded the company's Advisory Operations Division, which provided test engineering services to clients nationwide, headed up the marketing department for several years and was also a senior management consultant and project engineer.

Nocera also worked as a field engineer for General Electric and a construction engineer for Southern California Edison. He received a Bachelor of Science degree in mechanical engineering from New York University, and a Master of Science degree in management from Drexel University.

He is a registered professional engineer in New Jersey and Florida and has been a member of the American Society of Mechanical Engineers (ASME) for more than 25 years. He was past chairman of the Philadelphia section of ASME's Turbine Committee. Nocera is also a member of ASME International and a past member of the American Society of Testing Materials.
