LORICK ASSOCIATES CONSULTING GARNERS FIVE MAINTENANCE OPERATIONS CONTRACTS

EL SEGUNDO, Calif., Aug. 31, 1999 -- Lorick Associates Consulting, Inc. (LAC) has been awarded five maintenance operations contracts in California and Florida. The Cities of Emeryville and Fremont in Northern California; the Cities of Carson and Santa Clarita in Southern California; and Hernando County, FL recently retained the firm to evaluate their respective maintenance operations and implement a maintenance management system (MMS). Harry Lorick, P.E., LAC president, made the announcement.

"We'll be establishing a network-based automated maintenance and work request system for parks, roads, traffic, sewer and storm facilities," Lorick said. "We'll also be training and assisting maintenance staff in completing an annual plan for operations and maintenance so the municipalities and county can better manage maintenance for roadways, utility systems and drainage facilities, and to utilize computer systems."

Ken Boyce, Director-Facilities and Maintenance Services Department, City of Carson, said LAC will help the city standardize all maintenance-related activities.

"We'll have everything in black and white - tasks, manpower, equipment, schedules, budgets, and more," Boyce said. "The MMS will make us a more efficient organization and enhance our ability to provide better services to our community."

John Betonte, Deputy Director - Maintenance Services, City of Fremont, said his municipality will put in place an MMS that will encompass streets and parks maintenance.

"LAC is working closely with our employees to analyze work activities," he said. "In effect, we're doing a complete analysis from top to bottom and we'll be able to make necessary adjustments to improve our methodologies."

Hernando County, FL doesn't have a typical county public works department, said Assistant Public Works Director Steve Whitaker. There is only one municipality - Brooksville, pop. 7,000. According to Whitaker, the county conducted an internal financial and management audit that indicated a number of areas that needed improvement. These included planning work, scheduling and a pavement management system (PMS) program.

"Our county's growth has been extraordinary - from 35,000 in 1980 to 112,000 today and another 20,000 expected within five years," Whitaker said. "LAC will examine our work management methods, procedures and PMS program. Their findings will help us create a more effective infrastructure that is better prepared to handle the anticipated growth of our county."
