MACTEC COMPLETES WELLHEAD PROTECTION PLAN FOR CITY OF XENIA

CINCINNATI, OH, April 12, 2004 -- MACTEC Engineering & Consulting (MACTEC E&C; www.mactec.com) has completed the Wellhead Protection Management Plan for the City of Xenia, OH. The Wellhead Protection Management Plan was endorsed by the Ohio Environmental Protection Agency (Ohio EPA) on May 9, 2003. Bruce C. Coles, president of MACTEC E&C and chairman & CEO of MACTEC, Inc., the holding company (www.mactec.com) - made the announcement.

Xenia, population 24,164, is 15 miles southeast of Dayton. The Management Plan, required by the Ohio EPA, was for the City's two well fields and involved City and township officials, owners of potential contaminant sources (e.g., properties that store or use chemicals that could affect the groundwater quality; other potential contaminants are spills on U.S. Highway 68 and septic systems), property owners, the local environmental and agricultural agencies, and MACTEC geologists.

According to MACTEC Cincinnati Area Manager Everett Wessner, the Miamisburg office, under the direction of Office Manager Paul Stork, was responsible for completing the wellhead protection plan for the two well fields that cover approximately 850 acres. The well fields are located in the buried valley aquifer system associated with the Great Miami/Little Miami River Basins of southwest Ohio.

"The project took four years and initially began with the review of the delineated wellhead protection area and the potential pollution source inventory (PPSI) and the preparation of the Management Plan," Stork said. "Based on the time of travel boundaries and the PPSI, MACTEC installed early warning groundwater monitoring wells to detect potential threats to the well field's groundwater quality. The Management Plan now provides the City with Source Control Strategies for each potential point source that was identified in the PPSI, one of the four protective strategies of the Plan."

Wessner added that these protective strategies include the following:

Contingency measures to address a potential contaminate release or spill in the wellhead protection area;
Groundwater Monitoring Plan to monitor groundwater quality in the well field;
Public Involvement and Participation to increase public awareness of the wellhead protection area; and
Source Control Strategies to protect the wellhead protection area from various sources of contamination.

Since the formation of the wellhead protection committee, MACTEC has regularly attended the quarterly meetings. In addition, MACTEC is working with the City of Xenia and the wellhead protection committee to increase the frequency and depth of public education programs and other protective strategies in accordance with the City of Xenia's Wellhead Protection Plan.
